In June 1941 he became US Commissioner to the Burma Road, where inefficiency and corruption had slowed traffic to a trickle. He quadrupled the volume of shipments within four months but declined Chiang Kai-shek's offer to remain in Chungking and make a fortune running the road as a private concession.
