He graduated from the school of architecture (St. Petersburg, 1862).
He worked in the Voronezh Construction and Road Commission (1862-1865). Junior engineer of the provincial government construction department (1865-1872), Voronezh city architect (1872-1879).
Completed a number of projects of unsaved apartment buildings, including the house of such people as N. Perelygina(a soldier) on Bolshoi Alekseevskaya Street (1871), merchant A.I. Petrova at the corner of Srednemoskovskaya street and the Street of Forest Yards (1872), tradesman Ya.K. Bogdanov in the alley Malomanezhny (1873), the widow of the official M.A. Snesarevskaya on Neyolovskaya Street (1873) and the official F.S. Murzin on Vyakhirevskaya street (1874). Developed two project plans for Voronezh (1873, 1877), but they were not approved. A fire watch tower of the Meshchansky military base (1874–1875, Karl Marx Street, 32) was rebuilt according to the Maximov’s project; an embankment (a causeway) was arranged on the right coast of the Voronezh River (1877–1879). Maximov compiled a project of a stone crypt-tomb at the cemetery churches (1874, not implemented).
