This book analyzes growing US-Soviet economic interdependence and the implications of economic pressure in their relationship. From a review of US-Soviet economic relations, the author concludes that US embargo strategies against the USSR in the past have been futile, at times even counterproductive. However, a current expansion of economic interdependence, along with the declining utility of military force in US-Soviet relations, increases the propensity to use economic pressure as an instrument of diplomacy. Ultimately the traditional concept of free trade must yield to that of economic security. The vulnerability arising from asymmetric interdependence in trade may be guarded against only by structured trade.
