In 1973 Deborah was a student of the University of Illinois in Illinois, United States. He received a degree of the Bachelor of Arts, Master of Social Work.
Deborah worked as a social worker at the Department of Human Resources in Washington, United States from 1974 to 1975. In this year he became an analyst, assistant secretary for planning and evaluation in Washington, United States. He worked there for a year. In 1976 he worked in the administration for public services in Washington, United States. He held this position until 1979. Since 1979 Deborah worked in the Health Care Financing Administration in Washington, United States. From 1979 to 1987 he was a senior analyst at Oakland Hebrew Day School in Oakland, California, United States. In 1986 he worked at the Convenor Federal Social Workers Consortium in Washington, United States. He worked there for four years.
