Kaushik received a Bachelor of Laws degree from Lucknow University in 1954. A year later he earned his Master of Arts degree in Western History from the same university. In 1963, Devendra was given a Doctor of Philosophy degree from Agra University (nowadays Dr. Bhimrao Ambedkar University). Also in 1965, he received a Doctor of Philosophy degree from Tashkent University.
Kaushik began his career as a lecturer of history at Meerut College in 1956. Six years later he took the position of a research associate at Tashkent University. Then in 1965, Devendra was appointed a reader of history at Kurukshetra University. He served as a visiting professor at the Institute of Oriental Studies of the Russian Academy of Sciences from 1972 to 1974.
In 1974, Kaushik became an associate professor and head of the history department at the University of Rajasthan. In 1979, he held the position of a professor of Soviet studies at Jawaharlal Nehru University. Since 1999 Devendra has been a professor of Asian studies at Maulana Abul Kalam Azad University of Technology.
On December 4, 1968 Devendra Kaushik married Raisa Ibragimovna Tugusheva. They have a child - Vladimir Kaushik. On November 27, 1954 he married Sadhna Tyagi, with whom he divorced in January 1968. They have two children - Shaifali and Aditya Kaushik.
