In 1972-1981 studied at the Tsarevich Nicholas' Lyceum.
In 1892 he was elected a member of the town council of Voronezh district, since 1898 - member of the provincial Zemstvo, since 1900-a member of the Voronezh provincial Zemstvo.
From the late 1890s to 1905 he was one of the initiators of the liberal democratic movement in the Voronezh province. He advocated the restructuring and expansion of the powers of Zemstvo institutions. During the revolution of 1905-1907 he joined the constitutional democratic party, was among other persons at the head of its Voronezh organization. In 1907 he was elected to the 2nd state Duma.
After its dissolution Pereleshin moved away from active social and political activities, returning to work in the Zemstvo. In 1916 he moved to Moscow, worked in economic institutions. The author of the memoirs "Memoirs of the people" (1933).
