Dmitry was studying at Plechanov Russian Academy of Economics (1995) majoring in Economic and Social Planning. In 1997, he defended his thesis on "Organizational and managerial mechanism for personnel career planning".
At first Dmitry was the head of the Department for Control over the Technological and Financial-Economic Status of Enterprises of the Defense Industry Complex of the Federal Defense Order Service, and then became a deputy director of the Federal Service for the Defense Order. On the 5th of August, 2008, he was appointed head of the Federal Agency for the Improvement of Facilities on the State Border of the Russian Federation.
