Education
Studied at National Preparatory School of Mexico, where he became Professor in 1877.
Career
Entered the diplomatic service in 1880 as Secretary of Legation successively in Washington, Rome, Brussels, London, Berlin, St. Petersburg. Envoy Extraordinary and Minister Plenipotentiary to Chile, 1903. Envoy Extraordinary and 5linister Plenipotentiary of Mexico to the Court of St. James’s since 1907.
