Since 1975, Garmonin had worked in the system of the Ministry of Foreign Affairs holding different positions in the central administrative office of the Ministry of Foreign Affairs of the USSR and in foreign governments. In 1975-1981 and 1986-1988, Garmonin worked at the Embassy of the USSR in Burma. In 1990-1993, he was First Secretary of the Embassy of the USSR/RF in New Zealand. Since 1994, he had been Chief of the Secretariat of the Deputy Minister of Foreign Affairs of the Russian Federation, Chief of the Division of the Department – the Executive Secretariat. Since 1996, he had been Minister Counsellor of the Embassy of the Russian Federation in Turkey. Since 2001, Garmonin had been Deputy Director of the Consular Department of the Ministry of Foreign Affairs of the Russian Federation. Since 2004, he had been Consul General of the Russian Federation in New York (the USA). On December 15, 2009, Garmonin was appointed Director of the Department of Special Communication of the Ministry of Foreign Affairs of the Russian Federation. He has the rank of Envoy Extraordinary and Plenipotentiary of the 1st class (since December 25, 2000). Since December 9, 2016, he has been Envoy Extraordinary and Plenipotentiaty of the Russian Federation in Sweden and Liechenstein. He has a good command of the English, Burmese, and German languages.
