Clagett was born on December 31, 1939 in Madison, Wisconsin, United States; the son of Carl Owen Clagett and Mary Alice (Kauffman) Clagett.
Clagett received a Bachelor of Science degree from Pennsylvania State University in 1961. Two years later he earned his Master of Science degree and a Doctor of Philosophy degree in 1965 from Yale University.
Clagett began his career as an assistant professor of chemical and medicinal chemistry at Northeastern University in 1968. Five years later he took a position of a senior group leader at W. R. Grace and Company.
Also Donald worked as a product development specialist at General Electric Plastics in 1978-1981. Then in 1981 he became a manager of process development and a global risk manager in 1986 at the same company. Since 1993 Clagett has been head of industry operations at the Organisation for the Prohibition of Chemical Weapons.
Clagett is a member of the Royal Chemical Society, American Chemical Society, New York Academy of Sciences, Chemical Manufacturers Association and Sigma Xi.
On February 14, 1959 Donald Clagett married Lucile Morrison Sharp, with whom he divorced in April 1968. They have 3 children - Cynthia Clagett, Curt Clagett and Charles Clagett. Then on June 18, 1968 he married Charlotte Ann Hollister. They have 3 children - Jennifer Clagett, Emma Clagett and Sarah Clagett.
