Echigo Fukuhara was the sixth son of Yoshishige Mori, Lord oJ the Tokuyama Clan, he was adopted in the family of Yamato Fukuhara, chief retainer of the Moris, and succeeded him as family head.

In the turbulent, last, years of the TokuRawa Shogunate, he ably assisted his lord and converted the entire clan to a policy for the restoration of the Imperial regime and against the inroad of Westerners. He was responsible largely for the Imperial Courtis decision in 1863 to overthrow the Shogunate.
In 1864,Echigo, accompanied by two chief retainers of his clan, Shinano Kuni- shi and Danjo Masuda, proceeded to Kyoto, followed by a large force, to request the Court to abolish the feudal system and restore the seven outstanding Court nobles to political positions. He was wounded in the resultant Hamaguri-Gomon Battle, fought at one of the gates of the Palace between pro-Shogunate and pro-Emperor forces.
