Assistant prefect of Islay, Moliendo, 1896-1899. Inspector of tax collectors’ offices in the southern departments of Perú, 1899-1901. Secretary to the President of Perú, 1901-1903.
Reappointed inspector, 1903. Founded the daily El Pueblo of Arequipa, 1905. Director and chief editor of El Pueblo since 1905.
Alternate senator from the Department of Arequipa, 1909. President of the Arequipa committee supporting the candidacy of Sr. Billinghurst for the presidency of the Republic.
Elected deputy by the province of Caylloma, 1913. Called to the National Congress as senator. Retired from politics in 1914 to devote his attention to the management of El Pueblo.
