In 1959 Eduard Filippovich graduated from the Law Faculty of the Rostov State University.
In 1959-1960 Eduard Pobegailo worked as Chief investigator of the Rostov region prosecutor’s office. In 1960-1971 he was a postgraduate student, teacher, associate professor of the theory and history of state and law department of Voronezh State University. In 1971-1974 he was Head of the Department of Theory and History of State and Law of Samara State University (former Kuibyshev State University). In 1974-1979 he became senior researcher, lead researcher, deputy head of the department of the research institute of the USSR Ministry of Internal Affairs. In 1979-1995 he worked as associate professor, professor of the Academy of the USSR Ministry of Internal Affairs (Russian Federation).
Since 1995 Eduard Pobegailo is working as assistant, adviser to the Prosecutor General of the Russian Federation, expert of the State Duma of the Federal Assembly of the Russian Federation on legislation and judicial reform.
