Davis served in the United States Army from 1953 to 1955. He received a Juris Doctor from University of Florida College of Law in 1960 and an Master of Laws from New York University School of Law in 1961. He was in private practice in Miami, Florida from 1961 until 1979, when he was first appointed a Judgeship.
In 1979 he was appointed by President Jimmy Carter to serve as a United States District Judge.
He was confirmed by the United States Senate on October 4, 1979, and received commission on October 5, 1979. Davis served as chief judge from 1997 to 2000 when he retired.
