Edward was born on April 6, 1941 in Mbale, Uganda.
From 1965 to 1966 Edward was a student of the University of Rome in Rome, Italy. He studied at the faculty of Civil Aviation Administration. In 1970 Edward studied at the University of Beirut at the faculty of International Air Law in Beirut, Lebanon. Also, he was a student of the Institution of Transport in London, United Kingdom. He studied at Chartered Institute.
In 1961 Edward worked as a clerical officer of the Ministry of Finance in Uganda. In this year he became a commercial assistant of the East African Airways Corporation in Nairobi, Kenya. He worked there for four years. In 1966 he worked as an assistant secretary for Communications at the Ministry of Works, Communications, and Housing in Uganda. He worked there until 1971. In this year he became a Chief Delegate of the Diploma Conference on Air Law in Montreal, Canada. In 1971 he was a permanent representative of Uganda at the International Civil Aviation Organization Council. In two years he worked as a Second Vice-President at the International Civil Aviation Organization Council.
