I began writing from the discipline of public finance and especially from the government expenditure side. My first application, in Education and the State (1965), was an investigation into the rationale of government-provided schooling in Britain. This led me to a similar investigation into the public finance of American education in the later 1960s and in the 1970s into the history of intervention in British education from 1760.
Simultaneously I have worked in the history of economic thought with predominant attention to Adam Smith, John Stuart Mill and Karl Marx. I have frequently researched on government intervention in labour matters.
My interest in public choice is reflected in recent work on minimum wages as well as current writing on the choice between alternative methods of financing education (voucher, loans and full-cost fees). In welfare economic theory, my chief interest has been in
the economics of second best and the concept of merit goods.
Consistent also with my welfare economics and public finance background, I am currently studying public subsidies to the performing arts in Canada. My latest work in education is engaging me in the law and economics of the subject in the United States and especially with respect to the most recent Supreme Court decisions on aid to private schools.
