In 1968 Boris Georgievich graduated from Voronezh Polytechnical University.
In 1967-1969 Boris Georgievich worked as a Secretary of the all-Union Leninist Young Communist League committee. Since 1969 was an assistant, head teacher, senior lecturer, professor, head of the Department of Management and Economics of Industry Production at Voronezh Polytechnical University (now Voronezh State Technical University). For 6 years was the dean of Engineering-Economical Faculty (1973-1979).
In 1991 he became vice governor of Voronezh oblast. In 1993-1997 – the First Deputy to the Chief of the Administration of Voronezh oblast. In 1995 took the position of rector-director of the Voronezh Branch of the Russian Presidential Academy of Public Administration. In 2001-2004 – a member of the Federation Council of the Federal Assembly of the Russian Federation.
The author of more than 180 works, which includes: "Mehanizmi gosudarstvennogo mezhbiudzhetnogo regulirovania" ("Mechanisms of intergovernmental state regulation") (Voronezh, 2001), "Organizatsia i sovershenstvovaniye sistemi gosudarstvennogo finansovogo kontrolia: problem I prioriteti" ("The management and improvement of state financial control system: problems and priorities") (Moscow, 2003), "Regionalnaya sotsialno-economicheskaya politika: Teoria, mirovaya i rossiyskaya praktika" ("Regional economic and social policies: Theory, international and Russian practice") (Voronezh, 2005) and others.
