Egi Makoto was born in 1852. Younger brother of Kazuyuki Egi. Formerly a clansman of Iwakuni (Yamaguchi Prefecture).

Education
He graduated from the Law School, Tokyo University.
Career
After graduating he became a Councillor of the Metropolitan Police Bureau. Was transferred to the Justice Ministry. While serving in the Justice and Agriculture-Commerce Ministries, he founded the Tokyo Hogakuin (Law School). After resigning as a public servant, he practised law and became president of the Bar Association. Was appointed a member of the Investigation Committee on the Jury System. He was an ardent advocates of the system.
