In 1986 she graduated from the economic faculty of the Lomonosov Moscow State University on the specialty “Economy of foreign countries”. In 1990 she defended her thesis.

Since 1991, she was the senior researcher of the sector of European integration of the All-Union Institute of Conjuncture of the Ministry of Foreign Economic Relations of the USSR. In 1992, she was a leading specialist of the Moscow city territorial administration, since 1992, she was the chief specialist of the main department of antimonopoly policy and competition of the State Committee for antimonopoly policy and support of new economic structures.
Since 1993, she was the chief specialist of the main department for multilateral economic cooperation of Russian Federation. Since 1995,she was the chief of sector of the commercial department on work with corporate clients of Joint-Stock company "Banque Societe Generale Vostok" , since 1996, she was the consultant-expert of the fund"International institute of development of legal economy". Since 1998, she was the Deputy General Director of the "Centre for Trade Policy and Law".
In 2002, she transferred to the Ministry of economic development and trade of the Russian Federation. She worked as the Head of department of trade policy and multilateral negotiations, since February 2004, she was the Deputy Minister, since 19 April, 2004, she was the Director of the department of foreign relations, since 2006, she was the Minister Councellor.
In 2008 she was appointed Director of the Department of foreign economic relations of the Ministry of economic development of the Russian Federation.
