Educated at the Sverdlovsk Rudenko Institute of Law (now Ural State Law Academy). In 2004 she defended her thesis on "Political parties as subjects of the electoral process in the Russian Federation".
After graduation she worked as a laboratory assistant of an auto mechanic technical school, then she worked as a secretary of the court session of the Miass people's court.
Since 1986 - the legal adviser of the Yuzhnouralsk state district power station, then - of the Kristall factory and of the administration of the Yuzhnouralsk.
In 1994-96 - the general director of TOO "VEM". Since 1997 - the head of the State Legal Department of the Administration of the Chelyabinsk region.
In 1996 she was also a member of the CEC of the Russian Federation with the right to a consultative vote from Yavlinsky - a candidate for the post of President of the Russian Federation; in 2000 she was elected a member of the Audit Commission of the “Yabloko” association.
10.2.1999 The State Duma appointed her a member of the CEC of the Russian Federation, on 12.2.2003 - again. 21.2.2007 was appointed by the Council of Federation as a member of the CEC of the Russian Federation.
In 2000 - the head of the Working Group attached to the CEC of Russia on the drafting of the Federal Law "On Political Parties". She has a number of scientific publications.
Elena is married, has a son and a daughter.
