Hsieh P. C. graduated from Tsinghua University with Bachelor of Arts degree and with Doctor of Philosophy from Johns Hopkins University, U.S.A.
Mr. Hsieh was a professor at Law University and University of Communications in Peking, Tianjin University in Tianjin, and Guangdong University in Canton. He served as a secretary of the Ministry of Foreign Affairs, Nationalist Government, Nanjing. Later he held the post of a director of Land Office, Wuchang. Mr. Hsieh was a divisional chief in the Ministries of Communications and Finance, Nanjing.
Hsieh P. C. worked as an executive secretary of the No. 3, Special Administrative District, Hankou. He was a deputy director of the Zhejiang Bureau of Rolled Tobacco Tax. He also was a director of Jiangsu Bureau of Wine and Tobacco Revenues and member of the International Publicity Committee of the Central Party Headquarters. Then Mr. Hsieh acted as a secretary of the Ministry of Railways, Nanjing, and concurrently secretary of the China National Aviation Corporation.
Since 1931 he held the position of a managing-director of Canton-Kowloon Railway. Mr. Hsieh was a director of Stamp, Tobacco and Wine Tax Administration, Ministry of Finance, from 1932. Later he served as a director of the Bureau of Legislative Research, Legislative Yuan.
