He got education at high school in Krychau.
He graduated from Belarussian State University (philological department) in 1962 and at the same time he worked at large-circulation newspaper «For communist’s labour» («Za kommunisticheskij trud») (1960-1961). From there he was
transferred to editorial office of newspaper «The banner of youth» («Znamya yunasti») as a literary worker.
He worked as an editor of broadcast under local newspaper «The socialism’s way» («Shlyah satsyyalizma») in Krychau, then as a literary worker of this newspaper’s industrial department. Also E.Yalugin collaborated with the local literary association. He was a lider of literary association under local newspaper «Сollective farm’s thuth» («Kolkhoznaya prauda») in Mstislaw (1957-1960).
He became a head of advocacy’s department of newspaper «The banner of youth» («Znamya yunasti») (1961-1966).
Then E.Yalugin he worked at the editorial office of «Сountry newspaper» as a travelling correspondent (1966-1969). From 1969 he worked as a correspondent of «Literature and Art» («Litaratura i mastatstva») newspaper. From 1976 he became the head of critics and art’s department of newspaper «Neman» («Neman»). There he was the deputy of editor-in-chief. From 1991 he was the editor-in-chief of weekly «Our word» («Nasha Slova»).
His articles have been published from 1955. And from 1966 his novels have been published too. E.Yalugin is an author of articles about Belarusian literary workers and scientists, documentary story about T. Gartny’s life and creative work «Without an epitaph» («Bez epitafii»), scenarios of documentary films, collected sketches «Salt planet» («Salenaya planeta»). Also he wrote stories and novels on the historic and modern theme: «The last prince» («Aposhni knyaz»), «Islands» («Astravy»), «Stones of the Milky Way» («Kamyani mlechnaga shlyahu»).
