In 1936 he was a secondary school teacher in Gossau. In 1947 Brugger belonged to no party, but he was elected by the voters of the district Hinwil to the Zürich Cantonal Council. He was from the beginning in the Liberal Faction. In 1959 Brugger was elected to the Zurich Government after twelve years of parliamentary activity. He was Director of the Interior and Justice and then took over the Ministry of Economic Affairs. In the military he was in the rank of Major of land forces.
In December of 1969 Brugger was elected to the Federal Council. 31.01.1978 he retired after eight years of his management. During his tenure of office, he was considered by politicians of neighbour parties as a respectable member of the Department of Economic Affairs.
