Excerpt from Der Werth des Menschen, Vol. 1: Der Kostenwerth des Menschen Die Schrift, welche ich mir erlaube, hiermit der Oefientlichkeit zu ubergeben, ist die weitere Ausfuhrung eines Vortrags, den ich im November 1882 zuerst in der voikswirthschaftliehen Gesell schaft zu Berlin zu halten die Ehre hatte. Damals benannte ich das Thema, -mit dem ich mich allerdings schon geraume Zeit be schaftige: der Werth des Lebens. Eine gewisse Scheu hielt mich zuruck, den Werth des Menschen auf die Tagesordnung der offentlichen Discussion zu setzen. Seitdem ich mehr und mehr die Ueberzeugung gewonnen, dafs man den Gegenstand, dessen Untersuchung man sich hingegeben, auch mit dem rech ten Namen nennen musse, habe ich mich von jener Scheu frei gemacht. In vieler Beziehung decken sich zwar die Begriffe werth des Lebens und werth des Menschen vollstandig, nicht aber in jeder, wie aus dem Inhalte der Schrift deutlich genug hervorgeht. Sie zerfallt in zwei Haupttheile, wovon der vor liegende (nach kritischer Beleuchtung der alteren Forschungen) vom Kostenwerthe, der nachfolgende vom Ertragswerthe des Menschen handelt. In meinem Vortrage hatte ich allerdings auch dem letzteren schon einige Betrachtungen gewidmet; allein weder der hier verfugbare Raum, noch die Disposition des Ganzen ge statteten es, dieselben an dieser Stelle zum Abdruck zu bringen; sie werden nun, erweitert und praciser ausgefuhrt, den Inhalt des II. - Theiles bilden. He was born in Dresden on the 26th of March 1821.
He studied at the famous mining academy of Freiberg, in Saxony, and on completing his curriculum travelled in Germany and France.
Immediately after the revolution of 1848 he was attached to the royal commission in Saxony appointed to determine the relations between trade and labour.
In 1850 he was directed by the government to assist in the organization of the German Industrial Exhibition of Leipzig (the first of its kind). The success which crowned his efforts was so great that in 1854 he was induced to enter the government service, as chief of the newly instituted statistical department.
He retired, however, from the office in 1858. He founded at Dresden the first Mortgage Insurance Society (Hypotheken-Versicherungsgesellschaft), and as a result of the success of his work was summoned in 1860 to Berlin as director of the statistical department, in succession to Karl Friedrich Wilhelm Dieterici (1790 - 1859). In his new office he made himself a name of world-wide reputation.
Raised to the rank of Geheimer Regierungsrat, he retired in 1882 and lived henceforward in Radebeul near Dresden.
Engel was a voluminous writer on the subjects with which his name is connected, but his statistical papers are mostly published in the periodicals which he himself established.
