Ntagwirumugara, Etienne was born on September 22, 1968 in Bujumbura, Burundi. Son of Karugemana Frederic and Mercianne Mukagatare.
Prof. Dr. Eng. Etienne Ntagwirumugara is a Leader of an African Center of Excellence in Energy for Sustainable Development at University of Rwanda, College of Sciences and Engineering which is funding by Word Bank. He was a Head of Department in Electrical and Electronics Engineering at College of Science and Technology, University of Rwanda. He has been a Coordinator of Rwanda Education and Research Network (RwEdNet) which is ICT project under Ministry of Education and University of Rwanda. He is a Chairman of Rwanda National Electrotechnical committee and Professor in Electrical, Electronics and Telecommunications Engineering at the University of Rwanda. He was Director of all Engineering Laboratories and Workshops in College of Science and Technology former KIST, Dean Faculty of engineering, Director of Centre for Innovations and Technology Transfer (CITT). He also holds the post of Research Scientist at the University of Valenciennes, France from 2003 to 2007.
Apart from Academics activities, he also worked as a Chief Administrator of Networking and Planning at Rwandatel s.a, Telecommunication Company, Kigali, during 1996 to 1999 and He is still working with different projects related to ICT, Power Electrical System, Renewable Energy and Energy policy in Rwanda and International level.
Prof. Dr. Eng Ntagwirumugara Etienne is a member of the institute of Engineers in Rwanda, He was member of Institute of Electrical and Electronics Engineers (IEEE), Member of AfricaConnect Project, UbuntuNet Alliance for Research and Education Networking, African Renewable Energy Technology Platform (AFRETEP), e-Infrastructures for Africa, etc... In October 2007, Prof. Dr. Eng. Ntagwirumugara Etienne was appointed as internal examiner of Projects for Master’s in Communication Management in partnership with Coventry University, UK where he examined more than 300 Master’s in ICT domain and member of the Internal Tender Committee in former KIST. Prof. Ntagwirumugara Etienne is a member of Adam Smith University of America and Nehru Institute of Management studies from India. He has supervised more than 50 Master’s and one PhD’s degree in Project Management, Human Resources (HR) and Marketing. He was a Board member of Center for support to Small and Medium Enterprises in Rwanda (CAPMER). From April 2009, he was appointed by Government of Rwanda as Board member of the Workforce Development Authority (WDA) and from August 2013 as Board member of Rwanda Broadcasting Agency (RBA) and April 2014 Board member of Rwanda Utilities Regulatory Authority (RURA). Prof. Etienne Ntagwirumugara was a Rwandan Senatorial candidate representing High Learning Institutions of Rwanda in 2011.
In January 2014 and July to August 2016 he attended International Training Program on Utility Regulation, Strategy and Leadership, Energy Pricing Course and Advanced Topics in Telecom Policy & Regulation Course organized by Word Bank and Public Utility Research Center/ University of Florida, USA. He attended International Training Program on “ICT and Pedagogical Development”, held in Sweden, March 18 – April10, 104. In May and June 2014, he attended two trainings, one in Strategic Planning, Management and Leadership and another was the Induction Training Workshop for Public Enterprises’ and Government Representative New Appointees. He has attended several higher Education Training in ICT domain (Sapporo Electronics Center, Japan in 2001), management training courses in Coventry University, UK and Germany research centers (Kassel & Vismar Universities) in 2005. May 2015, he attended at the Abdus Salam International Centre for Theoretical Physics the training on the Internet Of Things, on January 2015 he attended the workshop of Central Government Audit Committee Members organized by Institute of Certified Public Accountants of Rwanda (iCPAR), Training on Sustainable Electricity Generation and Lighting, On Solar Cells and LEDs organized by IEEE in 2016. He received Certificate in advanced course in Research Supervision and Higher Education Pedagogy at LINKOPING University Sweden in 2017, etc….
Prof. Ntagwirumugara Etienne has received his degree as Engineer in Electrical Engineering from National University of Burundi in 1996, and M.Sc. Degree in Electronics & Telecommunication Engineering from the University of Montpellier II (October 2000), in Montpellier, France. In 2003 he joined the School of ICT & Engineering Technology at Institute of Electronics, Microelectronics and Nanotechnology (IEMN) under the University of Valenciennes, France, in collaboration with National Scientific Centre of Research (CNRS), France where he was actively engaged in research during his PhD degree.
He obtained his PhD in Electronics, Specialization Telecommunication from the University of Valenciennes, France in 2007. The title of his PhD thesis was “Co-integration of surface wave resonator filters with CMOS Low Noise Amplifier on Silicon for Mobile Telephone”.
Dr. Eng. Ntagwirumugara Etienne has more than 40 International publications to his credit and most of them were publishers in higher recognize international Journals in the World, like the Institute of Electrical and Electronics Engineers (IEEE) is the world’s leading professional association for the advancement of technology in USA, again journal like Elsevier is the world’s largest publisher of science and health information, headquartered in Amsterdam, the Netherlands (Elsevier employs more than 7,000 people in 24 countries) and Journal of the Acoustical Society of America (JASA).
His current research interests are general in Renewable energy, Power Systems Engineering and Energy policy making field, Information Communication Technology, Mathematics modelling tools, Complementary Metal Oxide Silicon (CMOS), high linearity wireless communication receivers, optoelectronic integrated circuits, and surface acoustic wave filters for Global system in mobile communication (GSM) and Global Positioning system (GPS), Microelectronics and Nanotechnology, mobile & wireless communications, IC Design & microelectronics, Broadcasting Engineering, Satellite Broadband Communications, Multimedia Communication & Networks, VLSI Design Methods, Analysis and Design of Integrated Circuits.
