Eugene studied at California Polytechnic College in San Luis Obispo, California, United States from 1939 to 1941. In eight years he became a student of the University of Southern California in Los Angeles, California, United States. He graduated it in 1950. From 1958 to 1959 Eugene studied at American University. Eugene studied at Command and Staff College in Norfolk, Virginia, United States in 1960.
From 1941 to 1942 Eugene had a Naval Aviation Flight Training, V-5 Program in the United States. In 1942 he became a Commissioned Ensign, Naval Aviation Flight Training. In this year he worked as a Carrier fighter pilot in the American Ace in the United States. He held this position until 1945. From 1945 to 1948 Eugene worked as a Test pilot in the Naval Air Test Center. Since 1950 he was a Member of the Navy Flight Exhibition Team "Blue Angels". In 1952 he was a Commanding officer in the second fighter squadron in Miramar, Buenos Aires, Argentina. He held this position until 1961. In this year he became an operations officer in the Super Carrier United States Ship Constellation in the United States. Since 1963 he had a Naval Aviation Flight Training. From 1963 to 1966 Eugene was director of operations in Naval Air Missile Test Center. Since 1966 he became a test director in Joint Task Force Two in Albuquerque, New Mexico, United States. In 1969 Eugene is retired. In 1967 Eugene became an owner, manager developer of Christmas Tree Canyon, Cebolla Springs, and Mountain River subdivisions in Mora, New Mexico, United States. Also, he is an owner of the Hanks Family, LLC.
