Eustathius Orlovsky was born on April 14, 1863 in the village Slovensk of the Vilna Governorate, Russian Empire. His father was an Orthodox priest.

He studied at the Lithuanian Theological Seminary. In 1885, he graduated from the St. Petersburg Institute of History and Philology.
Since 1885, Eustathius Philaretovich Orlovsky worked for almost 28 years as a teacher at the Department of the Greek language and history of the Grodno male classical gymnasium. In 1894-1904, he also taught geography at the female gymnasium. In 1909-1912. He worked as a teacher of Russian and world history at the Jewish private female gymnasium.
He was actively engaged into social activities. In 1891-1913, he was a librarian at the Grodno public library. Orlovsky participated in the society of drama writers, was an honorary friend of the Grodno Orthodox St. Sophia fraternity, friend of the church archeological committee, member of the Grodno pedagogical society. He actively cooperated with the newspaper “Grodno Gubernia News”. Since 1890, he led the articles related to the review and bibliography on the history of Western Russia. From August 1892 to 1894, he reviewed historical journals. He was a member of the Grodno Archeological Committee and of the Northwest Division of the Russian Geographical Society.
He studied history of the Grodno region and described its “golden age” at the times of the Great Duchy of Lithuania, as well as the importance of the Magdeburg Law. Orlovsky payed special attention to political history, studied the role of Belarusian people in the history and culture of the Great Duchy of Lithuania.
Orlovsky made an invaluable contribution to the preservation of Grodno history. He was awarded the title "Honored Teacher" and was the author of one of the first historical research papers about Grodno since its foundation and till the beginning of the 20th century. He wrote many articles and reports on local regional history, education, church, the Patriotic War of 1812 in Grodno. His masterpiece “Old times of Grodno. Part 1. Grodno” is well-known among researchers of Grodno.
Jodkowski was influenced by Eustathius Orlovski. Later, Jodkowski often referred to Orlovski in his works. They corresponded till the death of Orlovski in 1913.
