Coming to economics from the natural sciences, he brought to it a formidable logical ability. His perception of the need for state planning led him into Labour politics, as did the ethical values of his non-conformist family background. He favoured a devolved and responsive planning system, but just when his elevation to ministerial rank made it possible to realise his views, he was killed in a swimming accident.
