Evelyn Patricia Foote is the second woman to command a United States Army post. She is a retired army brigadier general.
Background
Evelyn Patricia Foote was born on May 19, 1930, in Durham, North Carolina, United States. She is the daughter of Henry Alexander and Evelyn Sevena (Womack) Foote. They worked for the American Tobacco Company. In 1945, the Foote family moved to Washington, D.C.
Education

Evelyn is also a 1980 graduate of the Executive Program of the University of Virginia and a 1985 graduate of the Center for Creative Leadership.
Her military education includes completion of the Women's Army Corps Officer Basic Course, the Adjutant General Corps Officer Advanced Course, the United States Army Command and General Staff College, and the Army War College.
Evelyn Patricia Foote entered the army in 1960, advancing through the ranks to brigadier general in 1986. Foote served in a variety of positions throughout her army career, including platoon officer, WAC, at Fort McClellan, Alabama, public affairs officer during a tour of Vietnam in 1967; personnel management officer; faculty member at the United States Army War College; and from 1983 to 1985, commander of the 42nd Military Police Group in Mannheim, Germany.
In October 1988 she became the commanding general of Fort Belvoir, Virginia, the first woman to command that army post. At Fort Belvoir General Foote supervised the transition of the post from the Army Engineering School to a Military District of Washington post.
When she retired from the army on 1 September 1989, she was the only woman in command of an army post.
Foote was recalled to active duty in November 1996 to serve as the second-ranking member of a panel convened by Army Secretary Togo D. West, Jr., to review policies on sexual harassment and make recommendations for ending it in the army.
On October 1, 1997, General Foote returned to retired status and served as a Consultant to the Office of the Secretary of the Army through July 1998, briefing military leaders and various organizations concerning the Senior Review Panel's report, its findings, and its recommendations. From 1998 to 2007, she served as president of the Alliance for National Defense, a non-profit organization that supports women in the military. She remains an active spokesperson for the Army and other organizations concerning the role of women in the military services.

Brigadier General Foote has been a strong supporter of opening all military roles to women, including combat roles, and has spoken out on issues ranging from supporting the deployment of mothers during the Persian Gulf War to educating the public about the important role of servicewomen. She served during a time of great change for American military women.
She spoke to the House National Security Military Personnel Subcommittee, making a strong statement in support of gender-integrated training.
