Fedor was born on 24 December in 1913 in the village of Kochanischi of Sventsyansky Uyezd, Vilnius province, now the village of Kacitsyne, Shvenchensk district, Lithuania.

In 1948 Fedor studied at Higher Party School under the CPSU Central Committee.
Since 1934 he studied at the Teacher's Seminary named after Józef Piłsudski in Sventyany, Lithuania.
Member of the revolutionary movement in Western Belorussia. In 1936, for revolutionary activity, he was imprisoned by the Polish authorities in a concentration camp in Bereza-Kartuz, and then transferred to Lukishki prison for political prisoners in Vilno (1936-1939).
In September 1939, he was liberated by the Red Army and appointed the chairman of the Sventoi City Council, then – the deputy chairman of the Vileyka Regional Executive Committee.
From the first days of the Great Patriotic War Fedor Grigorievich fought in the army.
His combat partisan path began from the position of the commander of a special group of partisan detachment. After completing the partisan school in the village of Belye Vody (Bryansk) on August 26, 1941, he was sent to the Postavy district of Belarus to organize sabotage work and develop the mass guerrilla movement as commander of the partisan special group "170-B".
The sabotage of the partisan detachment on the Svetyany-Lyntupa road became very famous. On May 20, 1942, they shot a car that was traveling without security. High-ranking German officers and another Wehrmacht officer died. For successful diversion, Markov was appointed commander of the partisan detachment named after Suvorov.
In November 1942, he headed the partisan brigade named after Voroshilov, acting on the territory of the Vileika region of Belarus and the Svenciensky district of the Lithuania, being simultaneously the head of the military operations department of the Vileika Regional Committee of the Communist Party (since April 1943).
By the Presidium of the Supreme Soviet of the USSR’s Decree, January 1, 1944, Fedor Grigorievich Markov was awarded Hero of the Soviet Union title “for exemplary fulfillment of combat missions of the command at the front in the struggle against the German invaders and courage and heroism shown at that time” and received the Gold Star (No.3240) and Order of Lenin.
Since 1944, Fedor Grigorievich Markov - reserve officer, deputy chairman of the Vileika, then Molodechno regional executive committees. Repeatedly elected deputy chairman of the Supreme Council of the BSSR.
He died on January 14, 1958. He was buried in the town of Molodechno, Minsk region.
