Until 1971 Fedor Fedorovich lived in the village of Kantemirovka in Voronezh Region. In 1971 Fedor graduated from Taganrog Institute of Radioengineering and in 1979 from the Maxim Gorky Literature Institute.
In 1971-1973 Fedor Baev worked as a senior master at a factory, then as an instructor of the Rostov Regional Committee of the All-Union Leninist Young Communist League (1973-1974). In 1975-1979 he was the manager of the Rostov Regional Puppet Theater, and in 1979-1980 of the Rostov Drama Theater. Then Fedor Fedorovich became the deputy head of the regional office of cultural affairs (1980-1986). Since 1986 Fedor has been the Director-General of the Rostov Publishing House. Participated (since 1980) in the creation of the Taganrog Museum and Reserve.
Fedor is the author of stories, narratives and plays published in collective compilations (Rostov on Don, Voronezh).
