Fedor Stepanovich Tsytsurin was born on June 12, 1814, in Biryuch, Krasnogvardeysky District, Russian Federation. He was a hereditary nobleman and the son of a landowner.
Fedor Stepanovich studied at the Biryuchensky district school and the Kharkov gymnasium (1831). In 1835, he graduated from the medical faculty at the Imperial Kharkov University with the title of the first-class doctor and with honors. To continue his education, Fedor Stepanovich entered the University of Dorpat (now the University of Tartu) for two years and received a doctorate in medicine in 1841.
In 1835 - 1839, Fedor Stepanovich worked as a medical practitioner in the Kharkov province. He was sent abroad for a special study of clinical therapy in Germany, France, and England. In 1844, he was appointed Full Professor at the Kiev Imperial University of Saint Vladimir at the department of the therapeutic clinic with semiotics (1844-1857). In 1847-1850 Fedor Stepanovich was a Dean of the Medical Faculty at the Kiev University. He has made a great contribution to the fight against cholera epidemics. Professor Tsytsurin enjoyed great authority among the medical professors, doctors, and the population of Kiev.
From October 23, 1857, to August 25, 1861, Fedor Stepanovich served as a President of the Warsaw Medical and Surgical Academy, and on December 8, 1859, he was promoted to Active State Councilor. He was an indispensable member of the Military Medical Scientific Committee (1861-1862) and a Director of the Medical Department of the Ministry of War (1862-1867). Fedor Stepanovich was promoted to the rank of Surgeon in Ordinary to the King of the Court of His Imperial Majesty (February 23, 1865) and to the Privy Councillor(March 27, 1866).
From January 29, 1867, to July 10, 1882, Fedor Stepanovich worked as a manager of the court medical unit. After his dismissal from this post, he was an indispensable member of the Military Medical Scientific Committee, an advisory member of the Medical Council of the Ministry of the Interior, and a member of the Main Military Hospital (later the Main Military Sanitary) Committee. On 30 August 1887, he has promoted the rank of Active Privy Councilor.
