Fedosey Moiseevich Sklyaev was a bomber of the Preobrazhensky Regiment (1691). In 1696, he worked at a shipyard in Voronezh, built the Principium gallery, and then, as a sailor of her crew, under the command of Peter I, participated in sailing to Azov.
In 1697-1698 Fedosey Moiseevich was in Europe with the "Great Embassy", studied shipbuilding in the Netherlands, England and Venice. Upon returning to Russia, he built at the Voronezh shipyard the largest and most complex ships, the Goto Predestination, the Old Orel, and the Lastka. In 1704 he left Voronezh, worked at the Olonets, Saint Petersburg and Arkhangelsk shipyards.
For participating in the Battle of Poltava (1709) Fedosey Moiseevich received the rank of sea captain and was sent by the king to Voronezh on shipbuilding issues. In the years 1723-1724, together with Vice Admiral M.Kh. Zmaevich led the construction of ships at the Tavrovsky shipyard. Built more than 200 ships, including 8 battleships, 2 frigates. Equipped a model chamber in Voronezh and was the 1st keeper of blueprints and ship models. Moved to St. Petersburg in 1712, it became the basis of the Maritime Museum (now the Central Naval Museum).
