Secretary General of the Partido Socialista Obrero Español (Spanish Socialist Workers' Party), since 1974. Deputy, Partido Socialista Obrero Español (Spanish Socialist Workers' Party), Madrid 1977-1989, re-elected since 1989. Pres, of the Government (Prime Minister) and Vice President, Socialist International, since 1982.

Practising lawyer, specialised in labour law matters.
