Felix Bautista was born on May 18, 1863, in Manila, Philippines. He was the fourth among six children of Pedro Bautista and Estefania Salvador.
Felix Bautista received his schooling from Colegio de San Juan de Letran and received a Licentiate of Medicine degree from the University of Santo Tomas in 1888.
Felix Bautista was licensed to practice in 1889. During 1890-1894 he was a justice of peace of Malolos, Bulakan. From 1895 he was a municipal physician in the same town. In 1899-1900 in the Malolos Congress he represented Zambales and was named military doctor for central Luzon. During the American period, he was appointed president of the board of health of Bulakan province on February 1, 1902, at two thousand and seven hundred pesos a year. The designation was changed in 1906 to district health officer under the Bureau of Health, and Bautista continued the same duties until 1909 when he was assigned to Mindoro, Romblon, and Capiz as his district on July 21. However, he did not stay long in the service and resigned on September 26, 1909.
Felix Bautista was a devout Roman Catholic who believed that "there is no security for a man who has no religious principle."
Felix Bautista was initiated into masonry and became a speaker of Lodge Kupang. Masonry being identified with liberal ideas and finding himself in one of the centers of nationalism, he became an active supporter of the propaganda and revolutionary movements. He did not, however, take any active participation in the first stage of the Revolution.
Felix Bautista loved the truth. He loved music. He was a man with a good sense of humor.
Felix Bautista married Leocadia Angelo in Binondo Church in 1887. The marriage produced five children, Amparo, Josefa, Beatriz, Felix, and Arturo.
