Has discharged various judicial offices in diverse cities of the Republic (principally in Caracas), including that of civil judge of the primary rnurt (primera instancia) of the Federal District, 1897-1898. Practiced law in Caracas with Doctor Manuel Cadenas Delgado. Formerly professor of civil and criminal procedure in the University of Caracas.
Candidate for the presidency of Venezuela, 1913.
In political exile since 1913. At one time editor of El Tiempo of ¿aracas and of other Venezuelan newspapers.
Doctor Montes has remained a bitter critic and opponent of the present régime in Venezuela.
