Mr. Hsu was born in Wuxi, Jiangsu, China, in 1891.

Hsu Feng-tsao graduated from the Nanjing Naval Academy.
After graduation, he entered the Chinese naval service and in 1916. Hsu Feng-tsao was promoted chief staff officer of the Chinese Admiralty. Later, Mr. Hsu became chief of the general affairs department of the Ministry of Navy and was given the rank of Rear Admiral. Upon establishment of the National Government at Nanjing, he was appointed councillor of the National Admiralty. Mr. Hsu resigned from the naval service in 1930 and was appointed superintendent of customs at Xiamen, Fujian, which post he held for several years.
He was one of the promoters of the International Club at Xiamen and also a member of Rotary Club.
