Feng Jicai was born on February 9, 1942, in Tianjin, China to parents from Ningbo, Zhejiang.
Feng graduated from secondary school in 1960. He had hoped to become a painter, but to help support his family he became a basketball player for Tianjen, his home city.
Feng began to serve for a Calligraphy Institute early at his career. He worked as a teacher at an Arts and Handicrafts School during the 1970s. In 1982 he was appointed as an executive chairman for various literary associations, including the China Federation of Literary and Art Circles and the Tianjin Writers Association, a branch of the China Writers Association. Feng worked as a dean of the Feng Jicai Literature and Art Institute at the Tianjin University from 2001.
Concerning his writings, Feng produced a book of short stories translated and published in the United States as Chrysanthemums and Other Stories in 1985. According to a critic for Publishers Weekly, 1985 was also the year when he wrote his second book, The Three-Inch Golden Lotus, but it would be nearly a decade before this novel saw publication in the United States. Feng’s novel takes place in the latter Part of the nineteenth century and the early years of the twentieth. To fully appreciate the narrative Western readers should be aware of the traditional Chinese practice of foot-binding, which flourished for centuries until the modernist reforms stopped it at the beginning of the 1900s. In a culture that considered small feet on a woman an erotic asset of high value, young girls were brought up with their feet bound, sometimes with their toes broken and their feet twisted into the “golden lotus” position. With this practice, a grown woman might have feet as small as three inches long—making her highly attractive to rich families looking for a bride.
Since the 1990s, Feng has been especially devoted to preserving the culture of Tianjin; primarily its folk art. With his book Let One Hundred Flowers Bloom in 1996, Feng approached another historical subject in a fictional context.
Feng's interest in preserving Tianjin culture extended to saving and restoring notable examples of the local architecture. Much of this work was financed directly from his own income and the sale of some items from his personal art collection. In 2003, due in part to his advocacy, a program was instituted to study the issue of preservation. This resulted in the "Notice on Strengthening the Conservation of Cultural Heritage", which was issued by the State Council of China in December 2005.
Additionally to his novels and short stories, Feng is the author several newspaper articles urging the citizens of Tianjin to take action and show responsibility in preserving their community. He is also an artist who specializes in calligraphy and painting.
