Fergus Allen was born on September 3, 1921 in London, United Kingdom. He was the son of Charles Winckworth, an architect, and Marjorie Helen (Budge) Allen.
Allen was educated at Newtown School, Waterford before going up to Trinity College in Dublin, where he received his Bachelor of Engineering degree in 1944, Master of Arts degree in 1948, and Master of Engineering degree that same year. Finally he obtained Doctor of Science degree there in 1966.
Early in career Allen read engineering at Trinity College, Dublin, where he wrote light verse for the college magazine, he later regarded this as useful training in the nuts and bolts of his craft. Allen served as a director of Hydraulics Research Station for 7 years from 1958. From 1965 till 1969 he was a chief scientific officer of the Cabinet Office in London. That same year he was appointed to the position of a civil service commissioner at the Civil Service Commission in London, becoming a first civil service commissioner in 1974, he held that post till 1981. Next year he moved to Boyden International Ltd. and became a consultant there.
Allen become an acclaimed poet in his seventies. Faber published his first collection, The Brown Parrots of Providencia, in 1993, when he was a mere 72. In addition, he published poems in literary magazines, wrote articles and book reviews.

1994Allen married Margaret Joan Gorman, a school teacher. They had 2 children - Mary Fitzgerald Allen Pantling and Elizabeth Colclough.
