Fernando León de Vivero was born in Ica on 10 May 1906.
He studied law at the National University of San Marcos, where he was a student leader and became active in the Aprista movement.
When the Peruvian Aprista Party was outlawed in 1931, León de Vivero became an important revolutionary leader with a high price on his head, hunted mercilessly by the secret police. When the political situation improved, he was elected to the Chamber of Deputies in 1945. He was the first member of his party to preside over that body.
When the constitutional government was overthrown by General Manuel Odria in October 1948, León de Vivero resumed his revolutionary work, until he was forced to seek asylum in the Cuban Embassy in Lima. He lived in exile in Mexico and later in New York until 1962. In 1963 he was again elected deputy and was president of the Chamber of Deputies for a year. For a short period of time he served as Peruvian ambassador in Chile.
León de Vivero was elected member of the Constituent Assembly in 1978 and deputy for a five-year term in 1980. He served as secretary general of the Peruvian Aprista Party from 1980 to 1982. In the general elections of April 14, 1985, he was chosen a senator.
