Moore was born on June 9, 1867 in Pittsfield, Massachusetts, United States; the son of Forris Jewett Moore and Ellen S. (Wightman) Moore.
Moore received a Bachelor of Arts degree from Amherst College in 1889. Four years later he was given a Doctor of Philisophy degree from the University of Heidelberg.
Moore began his career as an assistant at Amherst College in 1889 and held it for a year. In 1893, he took a position of an instructor in chemistry at Cornell University. Then in 1894, Forris was appointed an assistant in chemistry and instructor in 1895 at the same university. In 1902, he became an assistant professor and associate professor in 1910 at Cornell University. Since 1912 Moore had been a professor of organic chemistry at that university.
