Ambassador to the United States since 1908. Successfully negotiated treaties with Holland and Italy. Has made a special study of international law.

Delegate of Academy of Legislation and Jurisprudence to Ibero-American Judicial Congress, Madrid, 1892. Delegate Pan.Am. Congress, City of Mexico, 1901. Delegate of Mexico Government to Pan-American Congress, Rio Janeiro, 1906 and Peace Conference, The Hague, 1907.
