In 1962 Frank Keating graduated from Cascia Hall Preparatory School. In 1966 he received a Bachelor of Arts degree from Georgetown University. In 1969 Keating obtained a Doctor of Jurisprudence degree from the University of Oklahoma.
Circa 1969 Frank Keating was a special agent at the Federal Bureau of Investigation. He worked as an assistant district attorney of Tulsa, Oklahoma, until 1972. Keating served in the Oklahoma House of Representatives from District 70 from 1973 to 1975 and in the Senate, representing District 38 from 1975 to 1981 and becoming a minority leader. In 1981 he became the United States attorney for the Northern District of Oklahoma. From 1986 to 1988 he served as assistant secretary of the United States Treasury and from 1988 to 1989 as associate United States attorney general before moving into the position of general counsel for the United States Department of Housing and Urban Development from 1992 to 1993.
On January 9, 1995, he became the Governor of Oklahoma. He was easily reelected in 1998, becoming only the second governor in Oklahoma history to serve two consecutive terms. In 2003 he was appointed a president and chief executive officer at the American Council of Life Insurers. He served as an American representative to Interpol. He is a former chair of the Federal Law Enforcement Training Center in Glynco, Georgia, and the Interstate Oil and Gas Compact Commission.
Keating became the American Bankers Association's president and Chief Executive Officer on January 1, 2011, and stayed through December 31, 2015. Keating is the chairman of the Board of the Washington based Bipartisan Policy Center and recently served on the Policy Center’s Debt Reduction Task Force, a group of former cabinet members, elected officials, and key stakeholders of both parties that recommended a series of tough measures to address the nation's fiscal challenges. He also served on the BPC’s Housing Commission.
Frank Keating has a career as a children’s book author. In 2002, he partnered with Oklahoma artist Mike Wimmer on a book about Will Rogers, published by Simon Schuster. He also is the author of three award-winning children's books, biographies of Theodore Roosevelt, George Washington, and Standing Bear, the Ponca Indian chief who argued Native Americans deserve the same rights as white Americans.

2002As a child growing up in Tulsa, Oklahoma, Frank Keating embraced Catholicism, taught by Benedictine nuns in elementary school, Augustinians in middle and high school, and Jesuits in college at Georgetown University. But his spiritual roots are not strictly Catholic. His grandparents were of four faiths: Quaker, Methodist, Presbyterian, and Catholic. He and wife Cathy were not married in the Catholic Church, though she later joined the faith.
"I suppose it's that independent, Protestant streak, coupled with Catholic dependency and guilt, that makes me what I am today," he said. "I'm a traditional, orthodox Catholic whose life in Catholicism has been one of joy and warmth."
Frank Keating has played a leading role in promoting public policies to boost Americans’ retirement security and long-term savings. He regularly advocates on Capitol Hill and on the need to make Americans’ retirement security a national priority.
As Governor, Frank Keating won national acclaim in 1995 for his compassionate and professional handling of the bombing of the Alfred P. Murrah Federal Building in Oklahoma City. In the aftermath of the tragedy, he raised more than six million dollars to fund scholarships for the nearly 200 children left with only one or no parents.
Frank Keating is a member of the National Governors Association, the Republican Governors Association, and the Southern Governors' Association.
On November 17, 1972, Frank Keating married Catherine Dunn Heller. They have three children: Carissa Herndon, Kelly Martin, and Anthony Francis III.
