Frank Slocum was born on July 13, 1925, in New York City, New York, United States. He grew up around baseball, as he was a son of Bill Slocum, a New York American sports writer.
During World War II, Frank served in the United States Navy. After military service, he worked in the National League offices. Between 1947 and 1948, Slocum held a post of an executive of the Brooklyn Dodgers.
Slocum went back to the National League offices in 1949 and from 1951 till 1965, he served as an assistant to Commissioner Ford Frick. He was in charge of the All-Star Game, stadium operations for the World Series and commissioner/player relations.
In 1963, Slocum started to write for television and radio, including a plot for "The Baseball World of Joe Garagiola" TV-series and numerous programs for NBC and the Public Broadcasting System.
In 1969, he and Gil Hodges wrote "The Game of Baseball". His other books include "Topps Baseball Cards: The Complete Picture Collection (A Thirty-Five Year History)" (1985), "Topps Baseball Cards: The Complete Picture Collection (A Forty-Year History)" (1990) and others.
In 1986, Frank became an executive director of the Baseball Assistance Team, a charity, devoted to helping former Major League and Negro League players with financial and medical problems.

1994Frank was married to Patricia Slocum. Their marriage produced two children — Bill and Claudia.
