He was born at Sussex on September 12, 1866.
Freeman-Thomas was educated at Eton and Trinity College, Cambridge.
From 1905 to 1910, he sat in the House of Commons as a Liberal. From 1913 to 1924 he served in India, first as governor of Bombay and later as governor of Madras (1919 - 1924); while still in the post at Madras, he attended the Assembly of the League of Nations as a delegate for India.
In 1926, he went to Canada as governor-general, a position he filled with distinction until 1931. In that year he was created 16th earl of Willingdon and appointed viceroy of India.
He returned to England in 1936 and was created a marquess.
