Mr. Hsiao was born of Fujianese parents in Bangkok, Krung Thep, Thailand, in 1863.

He received his early education from Kuo Chuan-pa (who participated in Hung Hsiu-chuan's Taiping Rebellion as a staff officer and later escaped to Thailand).
When Dr. Sun Yat-sen and Hui Hanmin organised a branch of Tung Ming Hui in Thailand, he was appointed chairman of the branch. After the Kuomintang was re-organised and held its 1st Congress, Mr. Hsiao presided at the Congress on behalf of Thailand. Hsiao Fu-cheng returned to China in 1927 and was appointed chief of the overseas department of the Central Executive Committee of the Kuomintang.
Mr. hsiao attended the 3rd National Congress of Kuomintang and was elected member of the Central Executive Committee of the same in 1929. Fu-cheng Hsiao was a member of the Southwest Political Council in Canton, China.
At the age of 26, Hsiao Fu-cheng joined the San Ho Hui in Thailand, a Chinese revolutionary organization working for the overthrow of the Manchu regime. He organized the Yu Jen Hsien Hui in Thailand with the aim of awakening the Nationalist spirit of Chinese people. Later, he, together with others, organised the Kwang Fu Club (Restoration Club) and established the China-Siamese Daily News in Thailand.
He also assisted Chiang Kai-shek and Hu Han-min in the elimination of the communists from the Kuomintang.
