Fu-lin Li received his early education in Singapore.
Fu-lin Li returned from Singapore to Canton in 1909 to engage in business. Mr. Li was appointed defense commissioner of Waichow, Guangdong, in 1918. In 1920 he served as a commander of Canton Garrison Forces. Since 1922 Mr. Li took the post of a vice-commander of Guangdong 8rd Army against Chen Chiung-ming. And in 1924 he became a chief of the police administration of Canton and concurrently Mayor of Canton. Then Li Fu-lin acted as a commander of the 5th army of the Nationalist Revolutionary Forces in command of Guangdong in 1926. He was a member of the Central Executive Committee of the Kuomintang.
When Mr. Li returned to Canton he joined the Chung Hsin Hui (predecessor of Kuomintang) while still young and later became active in Kuomintang party affairs.
