Hsiung Ping graduated from the Peking Military College and served in the Manchu Imperial Army as a junior officer.
Mr. Hsiung participated in the 1911 Revolution and served in the Revolutionary Army as a member of General Staff. He was an adviser to the Military Governor of Henan chief of staff of the Guominjun First Army (Feng Yu-hsiang's army). Hsiung Ping held the posts of a chief counsellor to the Directorate-General of the Northwestern Defense and also vice-Minister of War in the former Peking Government. He was a member of the Hubei Provincial Government and of the Military Council of the Nationalist Government in 1928.
In 1928 he was appointed senior counsellor to the Headquarters of Commander-in-Chief of the Nationalist Revolutionary Armies. Mr. Hsiung acted as a director of the aviation department of the Ministry of War the same year. Since 1930 he held the post of a high military counsellor to Feng Yu-hsiang. And since 1932 Hsiung Pung worked as a director of the administrative department of the General Staff Board.
