Became editor-in-chief of the Hochi Shimbun (1878) at the recommendation of Yukichi Fukuzawa, head of Keio Gijuku. Won reputation for his lucid articles. Was elected a member of the Tokyo Municipal Assembly (1881) and later of the Diet and became a leading member of the Kaishinto Party. He traveled in Europe in 1889.
