Because of the poverty of his family, left primary school without graduating. Since then, worked as servant of a photo shop, day laborer and public sanitation worker. Then, emplayed at the Shin Keihan Railway company (present Keihanshin Express Company) and while in the company entered the night school of Ritsumeikan University.
In 1945, led in organizing the Keihanshin Express Workers Union and became chairman of the union. When the General Federation of Private Railway Industry Workers Unions was organized (1947) appointed chairman of the federation. Appointed chairman of the General Council of Trade Unions (1953). He visited America (1950) to inspect the American labor situation.
